“The Saudi Customs Department Implements Revised Regulations Allowing Exemption of Customs Duty on Personal Belongings for First-Time Foreign Visitors and Residents

In a significant move, the Saudi Customs Department has approved a notable change in customs regulations, specifically targeting the import of household goods for personal use. Under the revised rules, foreigners embarking on their initial visit to Saudi Arabia will be exempt from customs duties on their personal items.

A statement from the Customs Department clarified that both Saudi citizens and foreigners arriving in the country for the first time on a residence visa will have the privilege to bring personal goods without incurring any customs charges. This exemption aims to facilitate a smoother transition for individuals settling into the country.

For Saudi citizens returning to the Kingdom after a minimum of six months abroad, the Customs Department permits the import of personal belongings via cargo without customs duties, subject to one crucial condition. Individuals must provide verifiable proof that these items were actively used during their stay outside the country.

Similarly, foreigners entering the Kingdom on a residence visa are required to substantiate their first-time arrival by demonstrating that their personal belongings, transported through cargo, align with the purpose of their initial entry. It’s important to note that means of transportation are excluded from the definition of personal belongings.

Clause 32 of the regulations outlines that commercial samples can be brought into the country duty-free, provided their total value does not surpass five thousand riyals. These amendments are expected to streamline the customs process and enhance the experience for newcomers, both Saudi citizens and foreign residents alike.”
