Pakistan has faced a sharp increase in terrorist attacks recently. Groups like Tehrik-e-Taliban Pakistan (TTP) and affiliated factions based in Afghanistan have intensified their assaults. These attacks target not only Pakistani nationals but also foreign nationals working in the country. Law enforcement agencies and security forces bear the brunt of these violent acts.
Surge in Terror Incidents During 2024
In the first three months of 2024 alone, Pakistan recorded approximately 245 terror incidents. The targets have varied widely, including mosques, shrines, markets, law enforcement institutions, and military checkpoints. Particularly concerning are attacks on military installations, such as those in Zhob and Chitral, often linked to TTP operatives based in Afghanistan.
Attacks on Foreign Nationals and Strategic Projects
Terror groups have increasingly targeted foreign workers involved in major development projects. Notably, attacks on Chinese workers linked to the China-Pakistan Economic Corridor (CPEC) have raised alarm. A suicide bombing in Islamabad, assaults on police stations in Punjab and Karachi, and attacks on Japanese autoworkers highlight this worrying trend. These incidents undermine foreign investment confidence and threaten Pakistan’s economic growth.
Impact on China-Pakistan Relations
The longstanding friendship and strategic cooperation between China and Pakistan face serious challenges due to rising terrorism. Destabilizing elements from Afghanistan aim to disrupt this partnership. Both countries express deep concern over attacks on Chinese nationals and infrastructure projects. Pakistan is committed to safeguarding Chinese personnel and assets through enhanced security and counterterrorism measures.
Security Enhancements and Collaboration
Pakistan plans to strengthen protection by providing bulletproof vehicles for Chinese engineers and improving coordination between police, security agencies, and Chinese officials. Strict vehicle inspection protocols at checkpoints are also recommended to reduce risks. Such measures aim to reassure foreign investors and maintain stable bilateral ties.
Recommendations for Pakistan’s Counterterrorism Strategy
Domestic Level

Establish a specialized unit within the Special Branch dedicated to protecting foreign nationals.

Enforce Standard Operating Procedures (SOPs) for foreign visitor security.

Require supervisory officers at all administrative levels to reassess security plans and submit improvement reports within three days.
International and Regional Level

Develop a coherent regional policy addressing terrorism rooted in Afghanistan.

Press Afghan authorities to prevent use of Afghan territory for launching attacks against Pakistan.

Continue joint efforts to combat TTP and other militant groups operating across borders.

Raise international awareness about external interference, particularly India’s alleged role in supporting destabilizing terrorism.
