Ministry of Energy of Syria and ACWA Power Sign Agreement to Develop Solar and Wind Projects

A Landmark Renewable Energy Partnership

Damascus September 3, 2025: The Ministry of Energy of the Syrian Arab Republic and ACWA Power have signed a Joint Development Agreement (JDA) to study and develop approximately 2.5 GW of solar and wind capacity. The agreement also includes energy storage projects and a proposed national technical training centre.

Scope of the Agreement

The JDA sets a framework for technical and commercial studies on existing power plants, the national grid, and future renewable projects. The focus areas include:

  • Developing 1.0 GW of photovoltaic (PV) solar capacity.
  • Establishing 1.5 GW of wind capacity.
  • Exploring grid-scale storage solutions to improve reliability and flexibility.
  • Creating a national technical training centre to prepare skilled technicians for construction and operations.

The agreement was signed at the Syrian Ministry of Energy headquarters, attended by H.E. Eng. Mohammad Al-Bashir, Minister of Energy of Syria; Mohammad Abunayyan, Founder and Chairman of ACWA Power; and representatives from the Saudi Ministry of Energy.

ACWA Power’s Role

Under the partnership, ACWA Power will identify suitable sites for the projects and support the ministry in renewable energy development.

Dr. Moayad Samman, Country General Manager in Syria at ACWA Power, said:

“This agreement paves the way for reliable, cost-competitive, and sustainable power solutions in Syria. We aim to balance rehabilitation of existing assets, deployment of new renewable capacity, and investment in people through a dedicated training centre. Local talent will play a central role in powering every stage of delivery.”

Ahmad Al-Sulayman, Official Spokesperson of the Ministry of Energy of Syria, emphasized the strategic importance of the deal:

“This agreement strengthens our commitment to renewable energy and modern infrastructure. With ACWA Power’s expertise, Syria will gain up to 2.5 GW in solar and wind capacity. Energy storage and a national training centre will ensure stability, flexibility, and a skilled workforce to secure Syria’s energy future.”
